Ted is founding director of the West Virginia Center on Budget and Policy. His fields of expertise include workforce development, fiscal policy, retirement security, and taxation. Ted serves on the board of directors of Cabin Creek Health Systems and is an adjunct instructor at Marshall University. He has a B.S. from West Virginia University and a M.A. from University of New Hampshire.

Paul graduated magna cum laude from West Virginia University with double bachelors’ degrees in Political Science and English, with a minor in Philosophy in 1992. He graduated with a Masters in Public Administration degree in 1995, Pi Alpha Alpha, with honors also from West Virginia University. He has completed work for the Ph.D. Public Policy Program from West Virginia University with a research focus on welfare reform. Paul worked as a research policy analyst with the West Virginia House of Delegates and served as an analyst to several committees. He has published research in several areas, including economic development, tax and budget, poverty, and unemployment insurance. He helped West Virginia to modernize the Unemployment Insurance program and to provide extended benefits for jobless workers during recent regular and special legislative sessions.

Renate has more than 30 years experience in health administration and policy. She helped to create and establish the West Virginia Center on Budget and Policy and currently serves as a policy analyst on health care and early childhood issues. She has worked in public health, administered a rural health center, and served two West Virginia governors as director of the Governor’s Health Care Reform Commission and the Governor’s Cabinet on Children and Families. Renate was a founding member and continues to provide leadership for the West Virginia Healthy Kids and Families Coalition and West Virginians for Affordable Health Care. She has a PhD in history from West Virginia University and a Masters of Public Health degree from the University of North Carolina at Chapel Hill. Renate was a Fulbright scholar in Germany where she did research on the social democratic women’s movement. She has published two scholarly books and written extensively on a variety of topics in health care and early childhood.

Linda has an M.S. in Environmental Science and Public Policy and has worked on environmental and social justice issues for over 17 years. She has worked in Washington, DC and Charleston, West Virginia for non profit organizations and has served on the board of West Virginia based groups.


Research Associates

Pete WilmothSean O'learyPete Wilmoth (l) and Sean O'Leary (r) are Research Associates working with the Center for Budget and Policy for the summer. Pete is from Wheeling and is an alumnus of the University of Virginia and a current dual-degree graduate student at West Virginia University, studying social work and public administration.  Pete is currently researching a state child care tax credit for West Virginia. Sean, also from Wheeling, is a 2008 graduate of West Virginia University where he studied political science and economics and is currently a graduate student at WVU studying public administration.
