And accomplishing this feat will require compromises from all parties, said David Hendrickson, a member of the Higher Education Policy Commission.

Higher education institutions have again been subjected to state budget cuts. And, once again, the policy commission has approved subsequent tuition increases, Hendrickson said. It's time to break the cycle because it makes higher education increasingly harder to attain for those in lower income brackets, he said.
